The Collaborative Action for Childcare (CAC) is a Pan-African platform for cooperation, co-creation, co-innovation, and learning initiated by Uthabiti Africa to accelerate quality, affordable childcare for all.

We envision a well-coordinated sector where there is little unhealthy competition, where children are safe, where childcare workers can thrive, and governments are in the lead.

The platform organically emerged during the implementation of the Collaborative Action for Childcare in Kenya project implemented by Uthabiti Africa between April 2021 and April 2023. During this period,  it became clear that an incredibly small childcare ecosystem was hampered by insufficient coordination which clearly trumped all gaps in the ecosystem as it affected the potential for collective action and collective impact.

The Collaborative is powered by a shared vision: We envision a well-coordinated sector where there is little unhealthy competition, where children are safe, where childcare work is dignified, where childcare micro-entrepreneurs can thrive, and children have a better start in life. This is a sector where local actors are well-funded, where information is shared, and where governments are in the lead in the quest for quality, affordable childcare for all.

The Collaborative brings together an ever-expanding number of partners who, together, respond to the challenges affecting the provision of quality childcare services. Currently, actors within the collaborative include Civil Society Organizations; Government/government institutions, research agencies, childcare enterprises and other institutions that play an active role in enhancing a suitable childcare operating environment.

Objectives

The main objective of the Collaborative Action for Childcare strategy is to cultivate a culture of joint ecosystem wide action towards delivering quality and affordable childcare services.

Specific Objectives

  • Enhance pooled learning and resource mobilization for a better childcare ecosystem in Kenya.
  • Enhance research and evidence generation for quality delivery of childcare services. Leveraging technical expertise and come up with solutions to their common needs and challenges.
  • Strengthening partnerships and coordination amongst stakeholders in the Childcare ecosystem.
  • Establishing thematic technical working groups of the CAC to expedite implementation of interventions.
  • Push the Childcare agenda.

Guiding Principles

The Collaborative shall conduct its work as guided by the following key principles:

01. Best interests of the child

All members of the Collaborative shall ensure they have the child at the core of all their interventions. Every decision or intervention made in whichever program will be in the best interest of the child.

02. Leave No One Behind
Collaborative members will ensure diversity, equity and inclusion in their programming and implementation. They will strive to avail quality childcare to all children while taking into consideration gender transformative models.
03. Partnerships for sustainable impact
All members will collaboratively work to create a positive sustainable impact on the children and women in childcare. While driven by the value this partnership is characterized by mutual trust, respect, genuineness, and commitment.
04. Transparent and Accountable

Members of the Collaborative will hold themselves and each other accountable for their actions, decisions, and their consequences. They will freely share relevant information to enhance learning and result in measurable outcomes.

05. Modelling high quality learning practices focused on mainstreaming the Nurturing Care Framework

The Collaborative members will be on the lookout for best practices for nurturing care within its space. With this, the members will leverage and model the best practices in upcoming regions and countries.

06. Local Ownership
The Collaborative shall encourage joint fundraising efforts and endeavor to ensure mobilization of resources to accelerate access to quality childcare for all. This will involve strengthening the efforts, agencies and voices of local partners.
07. Responsible synergistic sharing by all actors
The Collaborative members will leverage each player’s niche while respecting the role of every organization within the Collaborative and the ecosystem. The members will build upon identified strengths and assets and work to address existing needs and expand the capacity for all partners.
08. Acknowledging and recognizing partners and their contribution in the ecosystem
Each organization’s contribution towards accelerating quality affordable childcare should be respected and acknowledged. Members should respect and build trust with the government both national and county as the coordinating unit of leadership.
09. Communication and Branding
Members need to make clear and open communication on ongoing priority by striving to understand each other’s needs and self-interests and developing a common language. Members will maintain cordial working relations through effective communication channels.
10. Conflict Resolution

The Collaborative members will endeavor to work in a conflict-sensitive way. Where conflicts emerge members of the Collaborative will be urged to open conversations among each other and could escalate unsolvable conflicts to the steering committee.

Structure & Institutional Arrangement

The Collaborative is convened by Uthabiti Africa, led by a Steering Committee of childcare ecosystem actors and has 4 technical working groups.
