Supports legal, policy, and regulatory reforms that enable the provision of quality, affordable childcare services.

Policy and regulation shape what is possible for children, workers, and providers. The Legal, Policy & Regulatory Reforms TWG works with governments and sector actors to strengthen frameworks that enable quality, affordable childcare.

Members focus on reforms that are implementable: clear standards, supportive oversight, and pathways that recognise diverse provision models while protecting children’s best interests.

The TWG is a space for honest policy dialogue, shared evidence, and coordinated advocacy that reinforces government leadership in the childcare ecosystem.
